CSX has 'near-autonomous power' to close roadway crossings

Railroad crossing upgrades are causing major headaches for drivers in Winter Haven.

CSX is currently renovating 16 railroad crossings and, as it completes the work, roadblocks are popping up at each site.

"I don't even know where to start," said Ronaldo Estrada who lives by the railroad tracks.

Several people have complained to city government, but officials say they can't do anything about. Because of statutory agreements CSX "has near-autonomous power to close roadway crossings along their rail lines."

Residents like Ronaldo Estrada and Amanda Blackburn live on a dead-end street that runs parallel to the railroad tracks. They say finding alternate routes can be a hassle.

"I have a job I have kids in school," said Blackburn.

CSX expects the upgrades to finish by mid-March.
