Officers arrest suspect in deadly hit-and-run

- Florida Highway Patrol troopers arrested the suspect in a deadly hit-and-run on the Howard Frankland Bridge Monday evening.  Allison Huffman was detained in St. Petersburg at the home of a friend. 

Shortly after 9 p.m. Monday, St. Petersburg police said officers received a tip Huffman was at the Promenade Aptartments at 540 Carillon Pkwy.  Officers made contact and held her until FHP arrived to arrest her. 

"She admitted to being the driver and soul occupant of the vehicle," the arrest affidavit states. "Ms. Huffman also stated she knew she was involved in a traffic collision, however she was scared and failed to stop and/or call emergency personnel."

Meanwhile, two people being helped by the man who died in the hit-and-run, who was identified as 43-year-old Rogelio Perez-Borroto of Lou's Towing, were devastated by what they saw unfold in front of them.

Adline Joassaint was with her boyfriend when their car broke down on the Howard Frankland. They were going to see friends in Tampa. 

The two sat in the cab of Perez-Borroto's truck while he loaded their car onto his flatbed. That's when they saw something they said they'd never forget.  

"I started shaking all night," Joassaint said of the night she saw the accident. "I heard something, like, 'pow!' It was terrible."

Investigators said what the noise she heard was Perez-Borroto being hit by a Volkswagen Passat. Then it drove off.

"The black car just went," Joassaint remembered. "I feel very depressed. I have never seen anything like that before. To see it, the memory, I will never forget."

After several hours of searching, troopers found the Passat at the Crown Plaza Hotel near Westshore Mall, not far from the crash scene. Investigators said Huffman was behind the wheel.

Huffman, 36, has three previous arrests for DUI in Hillsborough County, records show. Troopers believe she used a taxi to go to the Seminole Hard Rock Casino using the alias "Beth" after the crash.  

She is being held without bond.
