Midday update: Chief explains internal investigation

Tampa Police Chief Brian Dugan said Thursday that several officers violated policy by not reporting or documenting stops involving citizens with marijuana. Chief Dugan said in several instances, officers took the marijuana but did not document the stop, give citations, or write reports following the stops.
