Atlantic tropical system not likely to develop

FOX 13 Meteorologist Jim Weber is watching an area in the Atlantic that has a 20 percent chance of developing over the next week. Weber says wind shear will likely prevent it from forming though. If a named storm does form, it will be Josephine.
