Man charged with killing woman whose partial remains were found in McKay Bay

Tampa police have arrested Robert Kessler, of Lutz, in the homicide of Stephanie Crone-Overholts, a Pennsylvania woman whose partial remains were discovered by fishermen in McKay Bay near downtown Tampa.
