FOX 13 Meteorologist Tony Sadiku says the lingering Saharan dust layer is a big part of why little tropical development is possible in the Atlantic any time soon. A small area of rotation was trying to form in the Gulf of Mexico and is causing heavy rain along the Texas coast.
