Restoration Associates: Who will foot the Rays ballpark bill?
A consultant recommended the two plans submitted by Sugar Hill Community Partners and Hines and the Tampa Bay Rays. Another developer who submitted a proposal, Restoration Associates, said the recommended plans will not be good for the city and could require taxpayers to pay for parts of the project.
