First vote on Rays stadium development

The plan for a new Rays stadium and redevelopment around it made it to first base Thursday. City leaders had the first round of votes, and it comes a day after the Rays and the city's Historic Gas Plant Redevelopment Team were in the hot seat for six hours fielding questions about the project from city council.
