Tropical Storm Rafael approaching hurricane strength

FOX 13 meteorologist Jim Weber says Tropical Storm Rafael is getting stronger over the Caribbean Sea and could hit western Cuba as a Category 1 hurricane on Wednesday. As it moves into the Gulf of Mexico, however, the storm is expected to weaken as it moves over cooler water and encounters wind shear.
