Man accused of plotting to kill victim tests positive for COVID-19 in jail

Six months ago, defendant Colin Speer got 12 years of probation after taking a plea deal and pleading guilty to video voyeurism, aggravated stalking, and sexual cyber harassment, but new charges sent him back to jail.
