Parents, students in limbo over back-to-school plans

The coronavirus pandemic has kept plans on the return to school in limbo. Last week, Hillsborough County decided to start school virtually and reassess after four weeks. But then, the state intervened and now with just two weeks before classes begin, things are still unsettled.
