VENTURA, CA (FOX 11) - A brazen and disturbing theft caught on camera. Surveillance cameras at a Target store in Ventura catch two women using children to steal baby formula off the shelves. The children can be seen taking the cans off the shelves, handing them to the women who hide them in a bag, then they all walk right out of the store.
